Cooperation Partnerships aim at close cooperation between organizations from EU Member States and/or third countries associated with the program. In addition, partners from so-called third countries not associated with the program can also participate in the project, but not as applicants.
Cooperation Partnerships are multinational and include at least three organizations from three different EU Member States and/or third countries associated with the program. All organizations involved in the project must be specified in the application. There is no maximum number of partners. Additional associated partner organizations may be involved in projects but will not receive funding.
Cooperation Partnerships may implement projects that address at least one of the following horizontal priorities or sector-specific priorities for higher education:

Digital transformation
Environment and climate change mitigation
Participation in democratic life, shared values and civic engagement.
Higher education sector-specific priorities:
Promoting interconnected higher education systems
Promoting innovative learning and teaching practices
Developing STEM/MINKT subjects in higher education, especially
participation of women in STEM fields
Rewarding excellence in learning, teaching, and skills development
Supporting the digital and green capabilities of higher education
Building inclusive higher education systems.
